William E. Mercer, 86, passed away on Tuesday, March 20, 2018 in Fulton, TX, surrounded by his loving family. Mr. Mercer was a U.S. Army Retired Veteran. He was born on August 06, 1931 in Sterling, IL, to Donald Mercer and Harriet Heinmiller. He will be deeply missed but loved forever.
