Charles "Charlie" Phillips Jr., fondly known by family and friends as Charlay, Tige, Tiger, and "Big Girl", passed away on Monday, August 11, 2025 at the age of 79. Born in Odessa, Texas, on October 22, 1945, Charlie was the son of Charles Phillips Sr. and Juanita Mae Ryan. He grew up alongside his brothers, Don and Lanny, and graduated from Odessa High School before beginning a life of service to his country and community. Charlie proudly served four and a half years in the U.S. Army, achieving the rank of SP5 and earning the National Defense Service Medal, Good Conduct Medal, Army Commendation Medal, and Rifle Expert honors. After his military service, he began his law enforcement career in Midwest City, Oklahoma, and later served as a police officer in Ingleside and Rockport, Texas. He went on to work as a bailiff and constable in Rockport. Over his 49-year career, he was known for his fairness, compassion, and his commitment to helping people over writing tickets. He was a dedicated member of the Fraternal Order of Police.
A man of strong values and fellowship, Charlie was also a proud Mason of the Masonic Lodge for 45 years, finding great meaning in its traditions and service.
Outside of work, Charlie loved fishing, hunting, and craftsmanship. He had a special talent for customizing and wrapping fishing rods and handcrafting knives, and he took great pride in sharing these skills with others.
Charlie is survived by his wife, Dolores Gutierrez Phillips; his children, Angie Phillips Brewer, Brett Phillips, Amanda Parker, Katee Parker, and Amy Parker (Jacob); his brother, Lanny Phillips, and sister-in-law, Leanne Phillips; his nieces, Corey Phillips and Paige Pipkin; and his grandchildren: Chloe and Cole; Cash and Harper; Brianna, Brandon, and D'Schon; Sylvester and Kaisen; and Jaci and Parker.
Charlie loved God, his family, and his friends. 

He loved deeply, and he instilled in his children the importance of having a good attitude and working hard. We will miss his sense of humor that brought so much laughter and joy. We will cherish these memories, and we take comfort in knowing that we will be together again one day.
Charlie's life was marked by service, fellowship, skill, and devotion to his family. His kindness and steady presence will be deeply missed by all who knew him.

A funeral service will be held on Saturday, August 16, 2025 at 10:00 a.m. at First Baptist Church in Rockport, Texas with burial to follow at Fulton Cemetery.
