Cecelia Ruth Williams Seibert, born June 19th, 1933, in Ashby, Texas, passed away on August 22, 2026, surrounded by her loving family. She was preceded in death by her husband of 36 years, Albert Frank Seibert, and her grandson Wesley Cole Seibert. She is survived by her sister, Bobbye Peltier and by her children, Frank Seibert, Cindy and Brian Pnacek, Darrell Seibert and Penny Merriman, and Eric and Maxine Seibert. Cecelia was a grandmother to Eric Seibert Jr, SaraTyler, Wesley Seibert, Ericka Padilla, Bradley Seibert, Alexis Seibert and Hunter Seibert and Great Grandmother to Myra Padilla and Samuel Padilla.

The daughter of John and Mary Williams, Cecelia, was a fifth-generation Texan. Her Great-Great Grandfather and Grandmother, Thomas and Nancy Williams settled in Texas in the 1820s. With the help of Moses Austin and his son, Stephen, the Williams family would obtain the first land grant south of the Colorado River in today's Matagorda County. In return, the Williams family was responsible for bringing settlers from the Texas coast up the Colorado River and into Central Texas. Cecelia was a member of the “Descendants of Austin’s Old Three Hundred” community.

Cecelia’s life was one of service and family. As the 7th of 9 children to parents John and Mary Williams, Cecelia attended Nazareth Academy Highschool in Victoria, Texas and later earned a Bachelor of Science degree specializing in Nutrition from the University of Houston. Cecelia launched her career as a Dietician at Hermann Memorial Hospital in Houston where she stayed and became an integral part of their program for 35 years. During this time, while raising four children, she also earned her Master of Science degree in Nutrition at Texas Women’s University. Cecelia finished her career at the VA Hospital in Houston before retiring in 1996. There were many highlights in her career as she deeply cared for her patients and their health. One of the more fun highlights was her role in the movie Urban Cowboy – as the nutritional support for cast and crew. After she retired, Cecelia moved to Rockport and volunteered countless hours at Sacred Heart Church, Aransas Pass Hospital, Rockport Chamber of Commerce, Rockport Blood Bank, and Castaways Thrift shop raising funds for Rockport Catholic schools.

While her professional life of service was meaningful to her and those she served, her faith, family and friends were her true vocation. As a Mom of four, Grandmother of seven and Great Grandmother of two, as well as Aunt to many nieces and nephews, she always made family and friends her top priority. Precious family time consisted of cheering on U of H sports and Astros baseball, attending grandchildren’s sporting events and extracurricular activities, and simply having coffee on her patio watching dolphins in the bay next to those she loved. She also enjoyed spending time with her friends playing cards at the Women’s club, attending CC Hooks baseball as a member of the Silver Sluggers, and picnicking with her friends in the Sassy Singles club. A delicacy, for which she was known for, present at each of these activities was Cecelia’s famous chocolate chip cookies for all to enjoy.

Cecelia will be remembered at a viewing on Friday, August 28th, at 4:00 pm and a Rosary offered at 7:00 pm at Charlie Marshall Funeral Home in Rockport, Texas. The funeral service for Cecelia will be held on Saturday, August 29th, at 10:00 am at Sacred Heart Catholic Church in Rockport, with graveside service at the family cemetery in Ashby, Texas at 3:30 pm.
